In a large bowl, mix flour, salt, and water to form a dough.
Knead the dough for about 10 minutes until smooth, then let it rest for 30 minutes.
In another bowl, combine ground pork, ginger, green onions, soy sauce, sesame oil, and broth to make the filling.
Roll out the dough and cut into circles.
Place a spoonful of filling in the center of each circle and fold to seal.
Heat oil in a pan and place the dumplings in it, frying until the bottoms are golden.
Add water to the pan, cover, and steam for about 10 minutes.
Serve hot with chili oil.
