Preheat the oven to 180°C (350°F).
Chop the onions and bell peppers into small pieces.
Heat 2 tablespoons of olive oil in a skillet over medium heat. Add the chopped onions and bell peppers, and sauté until they are soft, about 5 minutes.
Add the beef to the skillet, breaking it apart with a spatula. Cook until it's browned and cooked through, about 10 minutes. Season with 1 teaspoon of salt and 1/2 teaspoon of black pepper.
In a medium saucepan, melt 2 tablespoons of butter over medium heat. Stir in 2 tablespoons of all-purpose flour, and cook for 1 minute.
Slowly whisk in 1 cup of milk, and continue whisking until the mixture thickens into a smooth sauce, around 5 minutes.
Grate the cheddar cheese, and stir half of it into the sauce until melted and smooth.
In a large baking dish, combine the cooked beef mixture and cheese sauce. Stir until evenly mixed.
Sprinkle the remaining half of the cheddar cheese on top of the casserole.
Bake in the preheated oven for 25-30 minutes, until the top is golden and bubbly.
Remove from oven and let cool for a few minutes before serving.
