Preheat your oven to 375°F (190°C).
Peel and slice the potatoes into thin rounds. Place them in a pot of boiling water and cook for about 10 minutes, until partially tender. Drain and set aside.
In a large skillet over medium heat, cook the ground beef until browned. Remove and set aside, leaving the drippings in the skillet.
In the same skillet, add chopped onion and minced garlic. Sauté until the onion is translucent. Remove from heat.
In a saucepan, melt the butter over medium heat. Stir in the flour to create a roux and cook for 1 minute. Slowly whisk in the milk, stirring constantly to prevent lumps. Cook until the sauce thickens, then season with salt and pepper.
Layer half of the potatoes in a greased baking dish. Add half of the cooked beef and onion mixture. Pour half of the milk sauce over the top. Repeat the layers with remaining ingredients.
Sprinkle the shredded cheddar cheese evenly over the top layer. Cover the dish with foil.
Bake in the preheated oven for 30 minutes. Remove the foil and bake for another 10 minutes until the cheese is bubbly and golden brown.
Let the casserole rest for 5 minutes before serving.
