Bring a pot of water to a boil. Add the soba noodles and cook according to package instructions (usually about 4-5 minutes), then drain and rinse under cold water to stop the cooking. Set aside.
Prepare the vegetables: slice the bell peppers into thin strips, snap peas into halves, and julienne the carrots. Mince the garlic and grate the ginger.
In a large pan or wok, heat 1 tbsp of vegetable oil over medium-high heat. Add the beef strips and stir-fry for about 3-4 minutes until browned and cooked through. Remove from the pan and set aside.
In the same pan, add another tablespoon of vegetable oil. Add the minced garlic and grated ginger, stirring for about 30 seconds until fragrant.
Add the sliced vegetables to the pan and stir-fry for about 3-4 minutes or until they are tender-crisp.
Return the beef to the pan, add the cooked soba noodles, and pour in the low-sodium soy sauce and sesame oil. Toss everything together and stir-fry for another 1-2 minutes until everything is well combined and heated through.
Remove the stir-fry from heat. Garnish with chopped green onion and a sprinkle of sesame seeds if using. Serve immediately.
