Bring a large pot of water to a boil. Add the soba noodles and cook according to the package instructions, usually about 4-5 minutes. Drain and rinse under cold water. Set aside.
While the noodles are cooking, slice the beef into thin strips. Season with a pinch of salt and pepper.
Heat 1 tablespoon of vegetable oil in a large pan or wok over medium-high heat. Add the sliced beef and stir-fry until browned, about 3-5 minutes. Remove the beef from the pan and set aside.
In the same pan, add the sesame oil. Add minced garlic and ginger, and sauté for about 30 seconds until fragrant.
Add the mixed vegetables to the pan and stir-fry for about 5-7 minutes, or until they are tender but still crisp.
Return the beef to the pan. Add the soy sauce and toss everything together until well combined and heated through, about 2 minutes.
Add the cooked soba noodles to the pan and gently toss to combine with the beef and vegetables.
Adjust seasoning with salt and black pepper if needed. Top with chopped green onion before serving.
