Cook the soba noodles according to package instructions. Drain and set aside.
In a wok or large frying pan, heat 1 tablespoon of vegetable oil over medium-high heat. Add the minced garlic and grated ginger, and stir-fry for about 30 seconds until fragrant.
Add the thinly sliced lean beef to the pan and stir-fry until browned, about 3-4 minutes. Remove the beef from the pan and set aside.
In the same pan, add the mixed stir-fry vegetables and stir-fry for 3-4 minutes until they are just tender but still crisp.
Return the beef to the pan and add the cooked soba noodles. Stir in the low-sodium soy sauce and sesame oil, tossing everything to combine well. Season with black pepper and salt to taste.
Garnish the stir-fry with sliced scallions. Serve hot.
