Start by preparing the rice. Rinse 1 cup of rice under cold water until the water runs clear. In a pot, combine the rinsed rice with 2 cups of water and a pinch of salt. Bring it to a boil, then reduce the heat to low, cover, and let it simmer for about 15-20 minutes or until the water is absorbed and the rice is fluffy.
While the rice is cooking, prepare the vegetables. Slice the bell peppers into thin strips, chop the broccoli into bite-sized florets, and peel and slice the carrots into thin rounds or matchsticks.
In a large skillet or wok, heat 2 tablespoons of oil over medium-high heat. Once the oil is hot, add the beef strips in a single layer. Cook for about 3-4 minutes until browned, stirring occasionally. Remove the beef from the skillet and set it aside.
In the same skillet, add the prepared vegetables (bell peppers, broccoli, and carrots). Stir-fry them for about 5-7 minutes until they are tender-crisp. Season with salt and pepper to taste.
Return the cooked beef to the skillet with the vegetables. Pour 1/4 cup of soy sauce over the mixture and stir well to combine all the ingredients. Cook for an additional 2-3 minutes, stirring frequently, until everything is heated through and well coated with the sauce.
