Cook the soba noodles according to package instructions. Drain and rinse under cold water, then set aside.
In a large pan or wok, heat the vegetable oil over medium-high heat. Add the beef strips and stir-fry for 2-3 minutes until browned. Remove the beef and set it aside.
In the same pan, add the minced garlic and grated ginger. Stir for about 30 seconds until fragrant.
Add the mixed stir-fry vegetables to the pan and stir-fry for 4-5 minutes until they are tender-crisp.
Return the beef to the pan, then add the cooked soba noodles. Pour in the low-sodium soy sauce and sesame oil. Toss everything together until well combined and heated through, about 2 minutes.
Serve the stir-fry hot, topped with sliced green onions and a sprinkle of sesame seeds.
