Slice the beef sirloin thinly across the grain to ensure tenderness. Mince the garlic, grate the ginger, and slice the green onions. Set aside.
In a small bowl, mix the soy sauce, sesame oil, cornstarch, and water to create a sauce. Stir until smooth.
Heat the vegetable oil in a large pan or wok over medium-high heat. Add the sliced beef and stir-fry for about 2-3 minutes until browned. Remove the beef from the pan and set it aside.
In the same pan, add the minced garlic and grated ginger. Stir-fry for about 30 seconds until fragrant.
Add the mixed vegetables to the pan. Stir-fry for about 5 minutes until they are tender-crisp.
Return the beef to the pan and pour in the sauce. Stir everything together and cook for another 2-3 minutes until the sauce thickens and coats the beef and vegetables evenly.
Add the sliced green onions, salt, and pepper to taste. Stir well and cook for an additional minute.
Serve the beef stir-fry hot over the cooked rice.
