Slice the beef sirloin into thin strips against the grain to break down fibers and ensure tenderness.
In a medium bowl, combine the soy sauce and cornstarch. Add the sliced beef and toss to coat. Let it marinate for 10 minutes.
While the beef is marinating, prepare the vegetables: mince the garlic and ginger, slice the bell peppers and carrots into thin strips, chop the broccoli into bite-sized pieces, and slice the green onions into 1-inch pieces.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the marinated beef strips, and cook them until they are browned on all sides, about 3-4 minutes. Remove the beef from the skillet and set aside.
In the same skillet, add the remaining tablespoon of vegetable oil. Add the garlic and ginger and stir-fry for about 30 seconds until fragrant.
Add the bell peppers, broccoli, and carrots to the skillet. Stir-fry the vegetables for about 5-6 minutes, or until they are tender-crisp.
Return the beef to the skillet and add the sliced green onions, salt, and black pepper. Drizzle with sesame oil. Stir everything together and cook for another 2-3 minutes, until the beef is warmed through.
