In a mixing bowl, combine flour and water to form a dough.
Knead the dough for about 10 minutes until smooth.
Cover the dough and let it rest for 30 minutes.
In another bowl, mix pork shoulder, gelatin, soy sauce, ginger, green onions, sesame oil, salt, and pepper.
Roll out the dough and cut it into small circles.
Place a spoonful of filling in the center of each circle.
Fold the edges of the dough to seal the dumplings.
Steam the dumplings for about 15-20 minutes until cooked through.
