Preheat your oven to 375°F (190°C).
In a large skillet, heat 1 tablespoon of oil over medium heat. Add finely chopped onion and garlic, sauté until translucent.
Add the chicken breasts, cut into bite-sized pieces, and cook until browned. Set aside.
Boil the potato until tender, about 10 minutes, then cut into small cubes.
In the same skillet, melt 2 tablespoons of butter and stir in 2 tablespoons of flour. Cook for 1-2 minutes to make a roux.
Gradually whisk in 1 cup of milk, stirring continuously until the mixture thickens. Season it with 1 teaspoon of salt and 1/2 teaspoon of black pepper.
Stir in 2 cups of grated cheddar cheese until melted and smooth. Add 1 teaspoon of sugar to balance the flavors.
In a baking dish, combine 1 cup of uncooked rice, diced tomatoes, cooked chicken, cubed potato, and some additional chopped onion and garlic as desired.
Pour the cheese sauce over the mixture in the baking dish, ensuring it's evenly covered.
Cover the dish with aluminum foil and bake in the preheated oven for 35 minutes.
Remove the foil, give it a gentle stir, and bake for an additional 10 minutes until the top is lightly browned and bubbling.
Allow to cool slightly before serving.
