Slice the beef thinly against the grain and place it into a bowl.
Add 2 tablespoons of soy sauce and the cornstarch to the beef. Mix well and let it marinate while you prepare other ingredients.
Mince the garlic, grate the ginger, and slice the bell pepper and onion into thin strips. Chop the green onions and set aside.
Heat the vegetable oil in a large pan or wok over medium-high heat.
Add the garlic and ginger to the pan and stir-fry for about 30 seconds until fragrant.
Increase the heat to high and add the marinated beef to the pan. Stir-fry for 3-4 minutes until the beef is mostly cooked.
Add the sliced bell pepper and onion to the pan and continue to stir-fry for another 3-4 minutes until the vegetables are tender-crisp.
Stir in the remaining 2 tablespoons of soy sauce, sesame oil, and season with salt and black pepper to taste.
Remove from heat and garnish with chopped green onions. Serve hot with rice or noodles if desired.
