Preheat the oven to 200°C (400°F).
Peel the potatoes and cut them into small cubes. Toss them with 1 tablespoon of olive oil, garlic powder, onion powder, salt, and pepper. Spread them on a baking sheet and roast for 20 minutes or until tender and slightly golden, stirring halfway through.
While the potatoes are roasting, bring a large pot of salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain and set aside.
Cut the chicken breasts into bite-sized pieces. Season with salt, pepper, and dried oregano.
In a large skillet, heat the remaining 1 tablespoon of olive oil over medium heat. Add the chicken pieces and cook until they are golden brown and cooked through, about 5-7 minutes.
Combine the cooked pasta, roasted potatoes, and cooked chicken in an oven-safe baking dish. Add the heavy cream and half of the parmesan cheese. Stir well to combine.
Spread the mixture evenly in the baking dish and sprinkle the remaining parmesan cheese on top.
Bake in the preheated oven for 15 minutes, or until the top is golden and bubbly. Serve hot.
