Boil a large pot of water with a pinch of salt. Add the elbow macaroni and cook until al dente, following package instructions. Drain and set aside.
Grate the Mozzarella and Gouda cheeses while the macaroni cooks.
In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook, stirring constantly, for 1-2 minutes until it turns light golden brown.
Slowly whisk in the milk, stirring continuously to avoid lumps. Cook until the mixture starts to thicken, approximately 3-4 minutes.
Reduce the heat to low and add the grated Mozzarella and Gouda cheeses, stirring until fully melted and smooth.
Stir in the heavy cream and season with salt and black pepper to taste. Mix well until the sauce is creamy and smooth.
Combine the cooked macaroni with the cheese sauce in the saucepan. Mix until the macaroni is evenly coated with the sauce.
Serve the mac and cheese hot, optionally garnishing with extra grated cheese or black pepper.
