Bring a large pot of salted water to a boil. Add the elbow macaroni and cook according to the package instructions until al dente. Drain and set aside.
Grate the Mozzarella and Gouda cheeses and set them aside.
In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook for about 1 minute until the mixture is bubbly and golden brown, forming a roux.
Gradually whisk in the heavy cream, ensuring there are no lumps. Continue to cook, stirring constantly, until the sauce thickens (about 3-4 minutes).
Reduce the heat to low and add the grated Mozzarella and Gouda cheeses to the sauce, stirring until the cheeses are completely melted and the sauce is smooth.
Season the cheese sauce with salt, black pepper, and garlic powder, adjusting to taste.
Remove from heat and gently stir in the cooked macaroni until well coated with the cheese sauce.
Serve immediately, garnishing with additional grated cheese if desired.
