Preheat your oven according to the cornbread mix instructions.
In a large pot, heat olive oil over medium heat. Add the chopped onion and chopped bell pepper, and sauté until they are soft, about 5 minutes.
Add the lean ground beef to the pot and cook until browned, breaking it into small pieces, about 7 minutes.
Drain and rinse the kidney beans, then add them to the pot along with the canned tomatoes, chili powder, garlic powder, cumin powder, salt, and black pepper. Stir everything well to combine.
Reduce the heat to low and let the chili simmer for about 20 minutes, stirring occasionally.
While the chili is simmering, prepare the cornbread mix according to the package instructions and pour the batter into a greased baking dish.
Bake the cornbread in the preheated oven according to the package instructions until golden brown, usually about 20-25 minutes.
Serve the hearty beef chili hot, alongside freshly baked cornbread.
