Preheat your oven to 350°F (175°C).
In a large skillet, heat olive oil over medium heat. Add chopped onion and minced garlic, cooking until the onion becomes translucent (about 5 minutes).
Add ground beef to the skillet and cook until browned, breaking it apart with a spoon as it cooks. Drain excess fat if necessary.
Add the rice to the skillet with the beef, sauté briefly to coat the rice with the beef mix.
Pour in the beef broth and add salt, pepper, and paprika. Stir well, bring to a simmer, cover, and let it cook for 15 minutes or until the rice is almost done.
While the rice is cooking, in a separate saucepan, melt butter over medium heat. Stir in flour and cook for about 1 minute to form a roux.
Gradually whisk in milk to the roux, and cook until the sauce thickens (about 3 minutes). Remove from heat and stir in 1 1/2 cups of the cheese until melted and smooth.
Combine the cheese sauce into the beef and rice mixture, stirring well to combine.
Transfer the mixture into a greased 9x13-inch baking dish. Top with remaining 1/2 cup of cheese.
Bake in the preheated oven for 20-25 minutes, or until the cheese on top is bubbly and golden brown.
Let it cool for a few minutes before serving. Enjoy your hearty cheesy beef and rice casserole!
