Preheat your oven to 200°C (400°F).
Prepare the herb chimichurri: Finely chop the parsley, oregano (or cilantro), and garlic. Mix them in a bowl with 2 tablespoons of olive oil and 1 tablespoon of red wine vinegar. Season with salt and pepper to taste. Set aside.
Prepare the carrots: Place the halved carrots on a baking sheet. Drizzle with 1 tablespoon of olive oil and season with salt and pepper. Toss to coat evenly.
Roast the carrots in the preheated oven for 25-30 minutes, turning once halfway through, until tender and slightly caramelized.
While the carrots are roasting, season the lamb chops on both sides with salt and pepper.
Heat a skillet over medium-high heat. Add the lamb chops and sear for 3-4 minutes on each side until they achieve a golden brown crust and reach your desired level of doneness. Remove from the pan and let them rest.
In the same skillet, add the fresh spinach. Sauté for 2-3 minutes until wilted. Season with a pinch of salt and pepper.
Serve the lamb chops with roasted carrots and sautéed spinach, drizzled with the prepared herb chimichurri.
