Bring a large pot of salted water to a boil. Add penne pasta and cook according to the package instructions until al dente. Drain and set aside, reserving 1/4 cup of pasta water.
While the pasta is cooking, heat olive oil in a large sauté pan over medium heat. Add minced garlic and sauté for about 1 minute until fragrant.
Add mixed vegetables to the pan. Sauté for about 5-7 minutes, or until the vegetables are tender but still crisp.
Add the cooked pasta to the pan with the vegetables. Add reserved pasta water, salt, and black pepper. Toss everything together until well combined and heated through.
Remove the pan from heat. Stir in grated parmesan cheese and torn fresh basil leaves.
Serve the Pasta Primavera immediately, garnished with additional parmesan cheese and basil if desired.
