Boil the potatoes in a large pot with water and a pinch of salt until tender, about 20 minutes. Drain and let cool.
While the potatoes are cooling, thinly slice the beef into strips.
In a large skillet, heat 1 tablespoon of olive oil over medium-high heat. Add the sliced beef, season with salt and black pepper, and cook until browned, about 5-7 minutes. Remove from skillet and set aside.
In the same skillet, add the remaining olive oil. Add minced garlic and sauté for 1 minute until fragrant.
Whisk in the flour and cook for 1 minute. Gradually add milk, whisking constantly to avoid lumps. Cook until the sauce thickens, about 3-4 minutes. Season with salt and pepper to taste.
Remove the sauce from heat and stir in grated cheese until melted and smooth.
Slice the cooled potatoes and place them in a large serving bowl.
Add the cooked beef and the cheese sauce to the potatoes. Gently toss to combine and coat well.
Serve warm or at room temperature. Garnish with extra cheese if desired.
