Preheat your oven to 200°C (392°F).
Thinly slice the potatoes into rounds about 1/4 inch thick. Set aside.
Finely chop the garlic cloves.
Heat 1 tablespoon of olive oil in a skillet over medium heat. Add chopped garlic and sauté until fragrant, about 1 minute.
Add the beef to the skillet, season with 1/2 teaspoon salt and 1/2 teaspoon black pepper. Cook until browned, about 5-7 minutes. Remove from heat and set aside.
In a separate saucepan, melt butter over medium heat. Stir in flour and cook for 1 minute.
Gradually whisk in the milk, ensuring no lumps form. Cook until the sauce thickens, about 3-5 minutes. Add remaining salt and pepper to the sauce.
Grease a baking dish with the remaining olive oil. Layer half of the potato slices on the bottom of the dish.
Spread the cooked beef mixture over the potato layer.
Pour half of the sauce over the beef and potato layer.
Add another layer with the remaining potato slices, followed by the rest of the sauce.
Top with grated cheddar cheese.
Cover the dish with aluminum foil and bake in the preheated oven for 30 minutes.
Remove the foil and bake for an additional 15 minutes, or until the cheese is golden and bubbly.
