Cook the pasta in a large pot of boiling salted water until al dente, according to package instructions. Reserve 1/2 cup of pasta water, then drain the pasta.
Meanwhile, in a large skillet, heat the olive oil over medium heat. Add the minced garlic and red pepper flakes, and sauté for 1-2 minutes until the garlic is golden and fragrant, being careful not to burn the garlic.
Add the drained pasta to the skillet. Toss to combine with the garlic oil mixture.
Gradually add reserved pasta water to the skillet, a little at a time, while tossing the pasta to create a light sauce. Continue tossing until the pasta is well-coated and glossy.
Season with salt and freshly ground black pepper to taste. Add chopped fresh parsley and freshly grated Parmesan cheese. Toss everything together until the cheese has melted and the ingredients are evenly distributed.
Serve hot, garnished with extra parsley and Parmesan cheese if desired.
