Dice the lean stewing beef into bite-sized pieces, and season with salt and pepper.
Peel and cube the potatoes and carrots. Finely chop the onion and mince the garlic.
Heat the olive oil in a large pot over medium-high heat. Add the beef cubes and sear until browned on all sides. Remove the beef and set aside.
In the same pot, add the onions and garlic. Sauté until the onions become translucent, about 3-4 minutes.
Stir in the tomato paste and cook for another 2 minutes to enhance its flavor.
Return the beef to the pot, adding the cubed potatoes and carrots. Pour in the low-sodium beef stock.
Add thyme and a bay leaf. Stir well, and bring the stew to a gentle boil.
Reduce the heat to low, cover the pot, and let the stew simmer for about 1 hour, or until the beef is tender and the vegetables are cooked through.
Check the seasoning and adjust with salt and pepper if necessary. Remove and discard the bay leaf before serving.
Serve hot with the whole-grain roll on the side for dipping.
