In a bowl, combine minced shrimp, garlic, black pepper, salt, soy sauce, sesame oil, cornstarch, and green onions. Mix until very well combined. Chill for 20 minutes in the freezer to firm up.
Cut the spring roll pastry sheets into 1/4 inch strips. Separate and lay them out flat on a parchment paper lined baking sheet.
Wet your hands with water then roll a spoon of the shrimp mixture into a ball. Place the ball on the spring roll strips and cover the entire ball until fully coated.
Heat oil to 350F in a heavy pot and fry in batches for 4-5 minutes until golden brown. Serve with sweet chili sauce.
