In a medium bowl, whisk together the eggs, milk, salt, and black pepper until well combined.
In a skillet, heat the olive oil over medium heat. Add the diced onion and bell pepper, and sauté for about 5 minutes until the onion is translucent and the bell pepper is tender.
Add the chopped sausage or bacon to the skillet and cook for an additional 2-3 minutes until heated through.
Pour the egg mixture into the skillet with the vegetables and meat. Stir gently and cook until the eggs are fully scrambled and no longer runny, about 3-4 minutes.
Remove the skillet from heat and stir in the cheddar cheese until melted and evenly distributed.
Warm the flour tortillas in a dry skillet or microwave for about 15-20 seconds until pliable.
Divide the egg mixture evenly between the two tortillas. If using, sprinkle chopped cilantro on top.
Fold in the sides of the tortilla and roll tightly from the bottom up to form the burrito. Repeat with the second tortilla.
Serve the burritos warm, optionally with salsa or hot sauce on the side.
