In a medium bowl, whisk together the eggs, milk, salt, and pepper until well blended.
Heat olive oil in a non-stick skillet over medium heat. Add chopped onion and bell pepper, and sauté until soft, about 4-5 minutes.
Pour the egg mixture into the skillet with the sautéed vegetables. Cook, stirring frequently, until the eggs are scrambled and set, about 3-4 minutes. Remove from heat.
Warm the flour tortillas on a clean skillet or microwave for about 10 seconds each to make them pliable.
To assemble the burritos, lay a tortilla flat and spoon approximately one quarter of the scrambled eggs onto the center. Top with cooked bacon or sausage, a sprinkle of cheddar cheese, and a spoonful of salsa. Add hot sauce if desired.
Fold the sides of the tortilla over the filling, then roll from the bottom to secure the burrito. Repeat with the remaining tortillas and filling.
Serve the breakfast burritos warm, with extra salsa on the side if desired.
