Peel and cut potatoes into even-sized chunks. Place the potatoes in a large pot and fill with water to cover the potatoes by about an inch. Add 1 teaspoon of salt to the water.
Bring the pot of water to a boil over medium-high heat, then reduce the heat to maintain a simmer. Cook until the potatoes are very tender and easily pierced with a fork, about 15-20 minutes.
Meanwhile, in a small saucepan, melt 4 tablespoons of butter over medium heat. Add minced garlic and cook until fragrant, about 1 minute. Remove from heat and set aside.
Once the potatoes are cooked, drain them thoroughly and return them to the pot.
Mash the potatoes with a potato masher or ricer until smooth. Gradually mix in the melted garlic butter and warm milk, adding a little at a time, until the desired consistency is reached.
Season the mashed potatoes with salt and black pepper to taste.
Transfer the mashed potatoes to a serving bowl, garnish with chopped parsley, and serve warm.
