Rinse the white rice under cold water to remove excess starch and prevent it from becoming sticky.
In a medium saucepan, heat 1 tablespoon of olive oil over medium heat. Add 2 cloves of minced garlic and sauté until fragrant, about 1 minute.
Add the rinsed rice to the saucepan and stir well to coat the grains with the oil and garlic.
Add 2 cups of water, 1 teaspoon of lemon zest, and 2 tablespoons of fresh lemon juice to the saucepan. Season with 1/2 teaspoon of salt and 1/4 teaspoon of black pepper.
Bring the mixture to a boil, then reduce the heat to low. Cover the saucepan with a lid and let it simmer for 18-20 minutes until rice is tender and water is absorbed.
Once cooked, remove the saucepan from heat and let it sit, covered, for 5 minutes to steam.
Fluff the rice with a fork, then stir in 2 tablespoons of chopped fresh parsley.
Serve warm as a side dish.
