Preheat the oven to 425°F (220°C).
Prepare the lamb by patting it dry with paper towels and placing it on a large roasting pan.
In a small bowl, mix 2 tbsp of olive oil with 1 sliced clove of garlic, 1 tsp salt, 1/2 tsp black pepper, and the leaves from 1 sprig of fresh rosemary. Rub this mixture all over the lamb.
Allow the lamb to sit at room temperature for 15 minutes to absorb the flavors.
While the lamb is resting, peel and chop the root vegetables into even-sized pieces. In a bowl, toss them with 1 tbsp of olive oil, 1/2 tsp of salt, 1/2 tsp of black pepper, and 2 sliced cloves of garlic.
Place the seasoned root vegetables around the lamb in the roasting pan. Top the vegetables with the remaining sprig of rosemary.
Roast in the preheated oven for 30 minutes.
Reduce the oven temperature to 350°F (175°C) and continue roasting for an additional 30-45 minutes, or until the internal temperature of the lamb reaches 135°F (57°C) for medium-rare.
Meanwhile, trim the green beans and steam them until tender-crisp, about 5 minutes. Season with a pinch of salt and pepper to taste.
Remove the lamb from the oven and let it rest for 10 minutes before carving.
Serve the sliced lamb with roasted root vegetables and steamed green beans on the side.
