Peel and cube the potatoes. Boil them in a pot of salted water until tender, about 20 minutes.
While the potatoes are cooking, mince the garlic and set aside.
In a skillet, heat 1 tablespoon of olive oil over medium heat. Add the minced garlic and sauté until fragrant, about 1 minute.
Add the beef to the skillet, seasoning with salt and pepper. Cook until no longer pink, about 7-10 minutes. Once cooked, set the beef aside.
Drain the potatoes and return them to the pot. Add the milk and mash until smooth.
Stir in the flour and cheese into the mashed potatoes until well combined.
Mix in the cooked beef and garlic into the mashed potatoes, stirring until everything is well distributed.
Transfer the mixture into a serving dish and drizzle with the remaining tablespoon of olive oil. Adjust seasoning with salt and pepper if needed before serving.
