Bring a large pot of water to a boil. Add 1/2 teaspoon salt to the water and then add pasta. Cook according to package instructions until al dente. Drain and set aside.
While the pasta is cooking, dice the onion, peel and cube the potato, chop the tomatoes, mince the garlic, and thinly slice the carrots.
In a large pan, heat olive oil over medium heat. Add the onion and garlic, and sauté until the onion is translucent, about 3-4 minutes.
Add the carrots and potato to the pan. Sauté for an additional 5 minutes until the carrots begin to soften.
Add the chopped tomatoes to the pan and cook for another 3 minutes until they begin to break down.
Add the cooked pasta to the pan along with the rice and milk. Stir gently to combine.
Season the dish with the remaining salt and black pepper. Stir well and cook for another 5 minutes until everything is heated through.
Serve hot, garnished with fresh herbs if desired.
