Peel the potatoes and cut them into 1-inch cubes. Finely chop the onion and garlic. Slice the bell peppers into thin strips.
Cook the pasta in a large pot of boiling salted water according to package instructions until al dente. Drain and set aside.
In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the ground beef and cook until it is browned, breaking it apart with a spoon. Remove the beef from the skillet and set aside.
In the same skillet, add the remaining tablespoon of olive oil. Add the chopped onion and garlic. Sauté for about 2 minutes until translucent.
Add the cubed potatoes to the skillet. Cook for about 10 minutes, stirring occasionally, until they start to soften and brown slightly.
Add the sliced peppers, salt, black pepper, paprika, and dried oregano. Stir well to combine and cook for another 5 minutes until the peppers are tender.
Return the cooked beef to the skillet. Add the cooked pasta and mix everything together. Cook for an additional 5 minutes, stirring occasionally to allow the flavors to meld. Adjust seasoning with more salt or pepper if needed.
Serve hot, garnished with grated parmesan cheese and a sprinkle of chili flakes if desired.
