Rinse the rice under cold water until the water runs clear. This removes excess starch and prevents the rice from becoming sticky.
Mince the garlic cloves finely.
In a medium-sized saucepan, melt the butter over medium heat. Add the minced garlic and sauté until fragrant and slightly golden, about 1-2 minutes.
Add the rinsed rice to the saucepan and stir well to coat the rice grains with the garlic butter.
Pour in the water and add the salt and pepper. Stir to combine.
Bring the mixture to a boil over high heat. Once boiling, reduce the heat to low, cover the saucepan with a tight-fitting lid, and simmer for 15 minutes.
After 15 minutes, remove the saucepan from the heat. Let it sit, covered, for an additional 5 minutes to allow the rice to finish cooking through.
Fluff the rice with a fork and gently stir in the chopped fresh parsley. Serve warm.
