Cut the lean beef into 1-inch cubes. Season with salt and black pepper.
Heat olive oil in a large pot over medium-high heat. Add the beef and brown on all sides. Remove beef and set aside.
Dice the onion, slice the carrots and celery. Add them to the pot and sauté for 5 minutes until the onion is translucent.
Return the beef to the pot. Add beef broth, barley, and herbs. Stir to combine.
Bring the mixture to a boil, then reduce heat to low. Cover and let it simmer for about 1 hour until the barley and beef are tender.
Taste and adjust seasoning with more salt and pepper if necessary. Serve hot.
