Preheat your oven to 350°F (175°C).
Cut the chicken breast into bite-sized pieces.
Heat 1 tablespoon of olive oil in a large skillet over medium heat. Add the chicken pieces and cook until they are no longer pink, about 6-8 minutes. Remove the chicken from the skillet and set aside.
In the same skillet, add another tablespoon of olive oil. Add chopped onion and minced garlic. Sauté until the onion is translucent and fragrant, about 4 minutes.
Add chopped bell pepper to the skillet and cook for an additional 3 minutes.
Return the cooked chicken to the skillet. Stir in the cooked rice, and pour the milk over the mixture. Mix well to combine.
Add cheese to the mixture and stir until the cheese is melted and everything is well combined.
Season the mixture with salt and black pepper, adjusting to taste.
Transfer the mixture to a greased baking dish (about 9x13 inches). Spread evenly.
Sprinkle a little additional cheese on top if desired.
Bake in the preheated oven for 20 minutes, until the cheese on top is bubbly and golden.
Remove from the oven and let it cool for a few minutes before serving.
