Cut the lean beef into bite-sized cubes, about 1-inch each.
Peel and chop the onion, potatoes, and carrots into cubes. Slice the celery stalks.
Mince the garlic cloves.
In a large pot, heat the olive oil over medium heat. Add the beef cubes and cook until browned on all sides (about 5-7 minutes). Remove the beef and set aside.
In the same pot, add chopped onion and minced garlic. Sauté until the onion becomes translucent, about 5 minutes.
Add celery, carrots, and potatoes to the pot. Stir and cook for 3-4 minutes.
Return the browned beef to the pot. Add beef broth, dried thyme, dried rosemary, salt, and black pepper. Stir well to combine.
Bring the stew to a boil, then reduce the heat to low and cover with a lid. Let it simmer for 1 hour, or until the beef is tender and the vegetables are cooked through. Stir occasionally.
Taste and adjust seasoning if needed. Serve hot, garnished with fresh herbs if desired.
