Dice the onion, tomatoes, and carrots into small pieces. Cut the beef into bite-sized cubes.
In a large pot, heat olive oil over medium heat. Add the onions and cook until they are translucent, about 5 minutes.
Add the beef cubes to the pot and season with salt and black pepper. Cook until the beef is browned on all sides, about 5-7 minutes.
Add the diced tomatoes and carrots to the pot. Stir to combine and cook for an additional 3 minutes.
Add the rice and water to the pot. Stir well to mix all the ingredients together.
Bring the mixture to a boil, then reduce the heat to low. Cover the pot with a lid and let it simmer for about 20 minutes, or until the rice is fully cooked and the water has been absorbed.
Once the rice is cooked, fluff it with a fork and serve hot.
