Rinse 1 cup of rice under cold water until the water runs clear, then drain.
In a medium saucepan, bring 2 cups of water to a boil. Add a pinch of salt and the rinsed rice. Reduce heat to low, cover, and simmer for 15-18 minutes, or until the rice is tender and water is absorbed. Remove from heat and let it sit, covered, for 5 minutes.
While the rice is cooking, cut 400 grams of beef into bite-sized pieces.
Mince 4 cloves of garlic.
In a large skillet, melt 2 tablespoons of butter over medium-high heat. Add the beef pieces and season with 1/2 teaspoon of salt and 1/2 teaspoon of black pepper. Cook for 5-7 minutes until the beef is browned and cooked to your desired doneness. Remove the beef from the skillet and set aside.
In the same skillet, reduce the heat to medium and add the remaining 2 tablespoons of butter. Once melted, add the minced garlic and sauté for 1 minute until fragrant.
Return the beef to the skillet and toss with the garlic butter for 1-2 minutes until well coated and heated through.
Fluff the cooked rice with a fork and divide it among serving plates. Top each serving with the garlic butter beef, and sprinkle with chopped fresh parsley (if using) for garnish.
