Preheat your oven to 400°F (200°C). In a mixing bowl, toss the cauliflower florets with 1/2 tsp turmeric, 1/2 tsp cumin seeds, 1/4 tsp garam masala, 1/2 tsp salt, and 1 tsp oil until evenly coated.
Spread the spiced cauliflower florets in a single layer on a baking sheet. Roast in the oven for 20-25 minutes, turning halfway through, until golden brown and tender.
While the cauliflower is roasting, heat a small saucepan over medium heat. Add the cooked masoor dal and 1/4 cup water to thin it down to your desired consistency. Stir in a pinch of salt and the remaining 1/4 tsp of garam masala. Cook for 5 minutes until heated through, stirring occasionally.
Gently reheat the cooked basmati rice in a microwave or on the stovetop until warm.
Once the cauliflower is roasted, assemble your plate by placing the warm basmati rice as the base. Pour the warm masoor dal over the rice and top with the roasted spiced cauliflower.
Garnish with fresh cilantro if desired, and serve warm.
