Wash the spinach thoroughly under cold water and drain. Chop it finely and set aside.
Heat 1 tablespoon of ghee in a pan over medium heat. Add the chopped garlic cloves and sauté until golden brown.
Add the chopped spinach to the pan and cook for about 5 minutes until it wilts down. Add salt to taste, 1/2 tsp of turmeric powder, and 1/2 tsp of red chili powder. Stir well to combine.
Cube the paneer into small bite-sized pieces.
In another pan, heat the remaining 1 tablespoon of ghee over medium heat. Add the paneer cubes and cook until they are golden brown on all sides, about 5-7 minutes.
Once the paneer is golden, add the cooked spinach mixture to the paneer in the pan. Sprinkle 1 tsp of ground cumin and 1/2 tsp of garam masala. Stir everything together and cook for an additional 2-3 minutes to meld the flavors.
Warm the low-carb tortillas in a dry pan or microwave them for a few seconds until pliable.
Place the spinach paneer mixture in the center of each tortilla and roll tightly to form a wrap. Serve immediately.
