Prepare the ingredients: thinly slice the beef sirloin, and slice the bell pepper. Mince the garlic cloves. Rinse the broccoli florets under cold water and set aside.
In a large skillet or wok, heat the sesame oil over medium-high heat until it shimmers.
Add the minced garlic to the skillet and sauté for 30 seconds until fragrant, stirring constantly to avoid burning.
Increase the heat to high and add the sliced beef sirloin to the skillet. Stir-fry the beef for about 3-4 minutes or until browned and cooked through. Remove the beef from the skillet and set aside.
In the same skillet, add the broccoli florets and sliced bell pepper. Stir-fry for 4-5 minutes, until the vegetables are tender-crisp.
Return the cooked beef to the skillet with the vegetables and pour in the soy sauce. Stir to combine and cook for an additional 1-2 minutes, allowing the flavors to meld.
Taste and adjust seasoning if needed. Remove from heat.
Serve the beef stir-fry over cooked brown rice, garnishing with sesame seeds if desired.
