In a bowl, mix soy sauce, oyster sauce (if using), sesame oil, and cornstarch slurry to create the marinade.
Add the thinly sliced flank steak to the marinade, tossing to coat. Let it marinate for about 10 minutes.
Heat 1 tablespoon of vegetable oil in a large pan or wok over medium-high heat.
Add the minced garlic and ginger, sautéing for about 30 seconds until fragrant.
Add marinated beef to the pan, spreading it out into a single layer. Let it cook undisturbed for 2-3 minutes before stirring, then cook for another 2 minutes until browned and cooked through. Remove beef from the pan and set aside.
In the same pan, add the remaining tablespoon of vegetable oil. Add the broccoli florets and stir-fry for about 3-4 minutes, until they are bright green and tender-crisp.
Return the beef to the pan with the broccoli, stirring to combine. Allow the flavors to meld together for an additional 1-2 minutes.
Serve the beef and broccoli stir-fry over cooked jasmine rice, garnishing with additional soy sauce or sesame seeds as desired.
