Dice the chicken breast into bite-sized pieces and season with salt, pepper, and garlic powder.
Peel and slice the carrots thinly. Chop the onion finely.
In a large skillet, heat olive oil over medium heat. Add the chicken pieces and cook until golden brown on all sides, about 7-8 minutes. Remove and set aside.
In the same skillet, add butter and let it melt. Add onions and carrots, sauté until softened, about 5 minutes.
Add rice to the skillet and stir well to coat with the butter and vegetables. Cook for an additional 2 minutes to toast the rice.
Pour in chicken broth and bring to a boil. Cover and reduce heat to low, and let it simmer for 15 minutes.
Once the rice has absorbed most of the liquid, add the cooked chicken back to the skillet.
Pour in the milk, stirring gently to combine all the ingredients. Simmer for an additional 5 minutes or until the chicken is cooked through and everything is well-combined.
Taste and adjust seasoning, adding more salt and pepper if necessary. Serve hot.
