Rinse the rice under cold water until the water runs clear. This removes excess starch and prevents the rice from becoming too sticky.
Peel and mince the garlic cloves. Set aside.
Finely chop the onion and bell pepper. Set aside.
In a medium saucepan, heat the olive oil over medium heat.
Add the minced garlic to the pan and sauté for about 1 minute, or until fragrant. Be careful not to burn the garlic.
Add the chopped onion to the pan and sauté for 3-4 minutes, or until the onion becomes translucent.
Add the chopped bell pepper to the pan and cook for another 2 minutes, stirring frequently.
Stir in the rinsed rice and cook for 2 minutes, allowing it to lightly toast and absorb the flavors of the other ingredients.
Add 2 cups of water, salt, and black pepper to the pan. Stir well to combine.
Bring the mixture to a boil, then reduce the heat to low, cover the saucepan with a lid, and let it simmer for 15 minutes.
After 15 minutes, remove the saucepan from the heat and let it sit, covered, for another 5 minutes to allow the rice to finish cooking and absorb any remaining water.
Fluff the rice with a fork before serving. Adjust seasoning with additional salt and pepper if needed.
