In a small bowl, mix 2 tablespoons of soy sauce with 1 tablespoon of cornstarch. Add the thinly sliced beef and toss to coat. Let it marinate for at least 10 minutes while you prepare the other ingredients.
Heat 1 tablespoon of vegetable oil in a large pan or wok over medium-high heat.
Add the marinated beef to the pan in a single layer. Stir-fry until browned on both sides, about 3-4 minutes. Remove the beef from the pan and set aside.
In the same pan, add 1 tablespoon of sesame oil, the minced ginger, and 2 cloves of garlic (minced). Stir-fry for about 30 seconds until fragrant.
Add the 2 cups of broccoli florets to the pan. Pour in 1/4 cup of water, cover the pan, and steam the broccoli for about 3-4 minutes or until tender-crisp.
Uncover the pan and return the beef back to the pan. Stir in the remaining soy sauce and toss everything together to combine.
Continue to stir-fry for another 2-3 minutes until everything is heated through and well coated with the sauce.
Serve the beef and broccoli stir-fry over 2 cups of cooked brown rice.
