Start by rinsing the jasmine rice under cold water until the water runs clear. Then, combine the rinsed rice with 4 cups of water and 1 tsp of salt in a saucepan. Bring to a boil over high heat, then reduce to low heat, cover, and let it simmer for 15 minutes, or until the water is absorbed and the rice is tender. Remove the saucepan from heat and let it sit for another 5 minutes, covered.
While the rice is cooking, prepare the beef stir-fry. Heat 1 tbsp of olive oil in a large skillet or wok over medium-high heat. Add the minced garlic, and stir for 30 seconds until fragrant.
Add the beef strips to the skillet and season with 1/4 tsp of pepper. Stir-fry the beef for about 4-5 minutes, or until it is browned and cooked through. Remove the beef from the skillet and set aside.
In the same skillet, add the remaining 1 tbsp of olive oil. Heat the oil, then add the broccoli florets. Stir-fry for 4 minutes until they are bright green and tender-crisp.
Return the cooked beef to the skillet with the broccoli. Add the soy sauce and optional red chili flakes (for some heat, if desired). Stir to combine, cooking for an additional 2 minutes to heat through and allow the flavors to meld.
Fluff the jasmine rice with a fork and serve the beef and broccoli stir-fry over the rice. Enjoy your meal!
