Cook the chow mein noodles according to the package instructions. Drain and set aside.
Cut the chicken breast into thin, bite-sized strips.
Mince the garlic and ginger. Thinly slice the red bell pepper and carrot. Chop the green onions and cabbage.
In a large skillet or wok, heat 1 tablespoon of vegetable oil over medium-high heat. Add the chicken strips and stir-fry until cooked through, about 5-7 minutes. Remove and set aside.
In the same skillet, add the remaining 1 tablespoon of vegetable oil. Add the minced garlic and ginger, stir-frying for about 30 seconds until fragrant.
Add the sliced red bell pepper, carrot, and cabbage. Stir-fry for about 3 minutes until the vegetables are tender-crisp.
Return the chicken to the skillet. Add the cooked noodles, soy sauce, oyster sauce, and sesame oil. Toss everything together until well combined and heated through.
Add the chopped green onions and season with salt and black pepper to taste. Stir and cook for another minute.
Serve the chicken chow mein hot, garnished with extra green onions if desired.
