Cut the chicken and pork into bite-sized pieces. Season with salt and pepper.
In a large pot, heat the vegetable oil over medium-high heat. Add the chicken and pork pieces, and brown them on all sides. Remove the meat from the pot and set aside.
In the same pot, add the butter and let it melt. Add the chopped onion and minced garlic, sauté until the onion becomes translucent.
Add the chopped carrots, diced potatoes, and sliced pepper to the pot. Cook for about 5 minutes, stirring occasionally.
Return the browned meat to the pot. Add the chicken broth, bay leaf, and thyme. Bring to a boil, then reduce the heat to low and cover. Simmer for 45 minutes, stirring occasionally.
Meanwhile, in a separate saucepan, cook the rice according to the package instructions. Once cooked, drain and set aside.
After 45 minutes, stir in the milk into the stew. Season with additional salt and pepper to taste. Simmer for an additional 10 minutes uncovered.
Serve the stew hot over a bed of rice. Enjoy!
