Slice the onion and mixed bell peppers into thin strips. Mince the garlic and ginger. Chop the green onion, separating the green and white parts.
Heat 1 tablespoon of sesame oil in a large skillet or wok over medium-high heat. Add the onion and stir-fry for about 2 minutes until they start to soften.
Add the garlic, ginger, and the mixed bell peppers to the skillet. Stir-fry for another 3-4 minutes until the vegetables are tender-crisp.
Push the vegetables to one side of the skillet and add the lean beef strips to the other side. Season lightly with a pinch of salt and pepper. Stir-fry the beef for 3-4 minutes, until browned and cooked through.
Combine the vegetables with the beef in the skillet. Add 1 tablespoon of low-sodium soy sauce and mix everything well.
Add the cooked brown rice to the skillet, mixing thoroughly to combine with the beef and vegetables. Stir-fry for an additional 2-3 minutes until everything is well heated and mixed.
Garnish with the chopped green onions (both white and green parts) and serve hot.
